Argos question about ''handset must be purchased with �10 airtime''?

Firstly Argos (uk) is doing this new standard thing and says phone is �30 and ''handset must be purchased with �10 airtime'' so it will cost me �40 in total? Secondly can I still top up �5 after too? thanks.
