Virtual Villagers 2 Mosaic Gong Piece?

I've been sinking hours of my time into Virtual Villagers 2, and now I only have to get the gong piece in the mosaic. I put the totem in the center circle of the mosaic, and nothing happens. I put someone on it, and nothing happens. I have level 3 in everything, and everything is completely built. What's the problem? I only have one elder and one totem, so what am I doing wrong?
