Other miscellaneous taxes on form 1120?

I'm working on a problem for my taxation cl and one of the taxes listed is just labeled "Other miscellaneous." I was wondering if you think that should be included in the Taxes and Licenses section of deductions? Also would Telephone bills be considered a utility and thus applicable for Other Deductions? Help is greatly appreciated.
